Я уверен что вопрос 2-3 лет.
Тут больше играет роль «степень проникновения мобильных технологий» в стране. С ее ростом неизменно будет расти и требования к большим скоростям. А если нет рынка из которого можно «выхватить» процент(ы) пользователей для подобной скорости, то и потребность ведения подобного отпадает.

3G — это общее название для технологий третьего поколения, а к ним относится не только UMTS с HSDPA, но и, скажем, CDMA2000 c EVDO (типа Скайлинка), новая версия котого обещает и не такие скорости.
Собственно, это и непонятно, что за 3G. Кроме того, понятно, что 21 мегабит это максимум. Но непонятно, как они этого пика достигают, если утверждается, что они быстрее всех сотовых операторов мира.
